How to edit a PDF without uploading it

Short answer: use a tool that runs on your computer rather than a website. The PDF viewers in Chrome and Edge and Preview on a Mac fill forms, add text and sign without uploading anything. For page changes, free desktop apps such as PDFsam Basic work offline, and Chrome extensions such as Quire PDF process files in the browser.

Online PDF sites work by uploading your file. Most say they delete it within an hour or two, but it has still left your computer.

Edit a PDF locally, step by step

  1. Save the PDF to your computer

Download the file instead of opening it in an online editor. A PDF in your Downloads folder can be opened by any of the tools below.

  2. Open it in a local tool

Drag it into a Chrome window, double-click it to open it in Edge on Windows or Preview on a Mac, or open it in a desktop app or a local Chrome extension.

  3. Make your changes

Fill in fields, add text, highlight or sign. These all happen on your computer.

  4. Save to your own disk

Download or save the edited copy to a folder on your computer. Avoid Save to Drive or other cloud options if you want the file to stay local.

  5. Check before sharing

Open the saved copy once. Anything you send by email or upload from here on is your choice, not the editor’s.

What runs on your computer

Quire PDF: local editing in Chrome

Quire PDF is our Chrome extension, built for this. Documents are processed on your computer. It has no account, no analytics, no advertising and no tracking, and it doesn’t send your PDFs to us or to any processing service.

What online editors say they do with your file

From their own pages: iLovePDF says processed files are permanently deleted within two hours, though it keeps signed documents for up to five years for legal reasons. Smallpdf says files from its free tools are deleted within an hour, and files you store in an account stay until you delete them. PDF24 says files are deleted from its processing servers within an hour.

Those are reasonable policies, and for a flyer or a menu they’re fine. For tax forms, medical letters, contracts or anything with an ID number, a local tool means there’s nothing to delete.

Questions

Do Chrome extensions upload PDFs?

Some do: many PDF extensions are front ends to an online service. Read the listing and privacy policy. Quire PDF’s privacy policy explains what it stores and where.

Can I edit a PDF with no internet connection at all?

Once the PDF is on your computer, the desktop tools above don’t need a connection; PDFsam’s makers say so explicitly. Chrome’s viewer and Quire PDF open local files too.
