Convert JPG, PNG and WebP images to a PDF
Add JPG, PNG or WebP images, put them in order, and choose a page size: the size of each image, A4 or US Letter. Each image becomes one page.
The tool copies JPG files into the PDF unchanged, so they keep their quality. Everything happens in your browser, and your images never leave your device.

Questions
Questions and limits
What this tool does and what it can't do.
Are my photos re-compressed?
JPG files go into the PDF byte for byte, without re-compression. PNG files are stored losslessly. PDF has no WebP format, so the tool decodes WebP images and saves them as JPG at quality 92, or as PNG if they have transparency.
Will phone photos come out the right way up?
Yes. Phones often store a photo sideways with a tag that says how to turn it (the EXIF orientation). The tool reads that tag and turns the image on the page without re-encoding it. Mirrored orientations are rare, and the tool re-encodes those images.
How big are the pages with Fit to image?
Each page takes the shape of its image. The size comes from the dpi stored in the image, or 96 dpi if it has none. For example, a 1920 by 1080 pixel image with no dpi makes a page of 20 by 11.25 inches. Margins are added around it.
How do A4 and Letter pages work?
The tool scales each image to fit inside the page and margins, keeps its proportions and centers it. With Auto orientation, wide images get landscape pages and tall images get portrait pages.
What are the limits?
You can add up to 500 images and 100 MB in total. The tool reads JPG, PNG and WebP. It does not read other formats such as HEIC, GIF or TIFF.
Is my file uploaded anywhere?
No. The page and its code load from quireapps.com. After that, your browser reads the file and does all the work in this tab. Nothing is sent to a server, and the page has no analytics or tracking. To check, open your browser's developer tools and watch the Network tab while you use the tool.
Is it free? Do I need an account?
It is free, and you don't need an account. The tool adds no watermark and has no daily limit.
Which browsers does it work in?
Testing covers Chrome. The tool uses features that current versions of Edge, Firefox (105 or later) and Safari (16.4 or later) also have, but those browsers have had less testing here.
